Users can initiate calls from local numbers, enhancing the likelihood of being answered, and handle callback requests either by responding directly or directing citizens to dispatch for urgent assistance.

For subscribers of the 10-21 Police Phone Professional plan, additional features include configuring outbound caller IDs to display as "LAW ENFORCEMENT," viewing caller ID information from citizens' callback requests, sending automatic follow-up messages via SMS, and maintaining call records throughout their subscription period. These functionalities contribute to improved communication management and record-keeping.

The 10-21 app is designed to facilitate free*, VoIP-based calls to citizens that are guaranteed to be answered. Calls originate from local, unblocked numbers that do not reveal personal contact information, thereby reducing the likelihood of voicemail or missed connections. For instance, a call made to a Miami (305) area code citizen will appear as a local call from the same region, increasing the chances of prompt engagement.

When citizens call back, instead of disrupting officers' off-duty time, they are prompted via Push Notification to either request a callback by pressing 1 or contact a dispatcher by pressing 0. The dispatcher option connects the citizen to a designated non-emergency number provided by the officer or department.

Upon receiving a callback request, officers are notified through a Push Notification. Tapping the notification initiates a direct call back to the citizen at their convenience. This system streamlines off-hours communication and reduces unnecessary interruptions.

*Calls utilize a VoIP data connection and do not consume cellular minutes. Although data usage is minimal, providers may apply data fees.
